Where the authorized officer so directs, or where the master is required to make a report under Regulation 13 (see Preparations for health clearance in Section H), no person other than the pilot, a customs officer, or an immigration officer, may, without the permission of the authorized officer, board or leave a ship until free pratique has been granted, and the master must take all reasonable steps to secure compliance with this requirement.
A Draught of Water and Freeboard Notice (MCA form MSF 2004, formerly FRE 13). The master must enter on it the ship's assigned freeboards and the particulars of loading, including: date and place of loading; actual draughts (forward, aft and mean); mean freeboards (actual and corrected); signatures of the master and an officer.
At ports in England The Public Health (Ships) (England) Regulations 1979, as amended, apply, implementing provisions of the International Health Regulations (2005) on ship sanitation certificates. Equivalent Scotth, Welsh and Northern Ireland regulations apply at ports in Scotland, Wales Northern Ireland respectively.
