Unless otherwise agreed, shipowners must provide and pay for agents at loading and discharge ports;
this is printed in the standard terms of charter parties such as GENCON. This clause is often deleted, however, and replaced with an agreement that the vessel will be "consigned" or "addressed" to agents nominated by charterers, or in some cases the consignee. In such cases the shipowners still appoint and pay for these agents.
