Whenever, in the event of exceptionally bad weather or sea conditions, the MCA are of the opinion, based on information provided by the Met Office, that there is (1) a serious threat of pollution in UK waters or the territorial sea of any other EEA State; or

(2) a risk to human life, the MCA will provide, whenever possible, the master of a ship intending to leave a port affected by the conditions with full details of: (a) the weather conditions and sea state; and (b) the danger the weather conditions and sea state may cause to the ship or any people or cargo on board.
